Unceasing, misplaced and otherwise unwanted phone calls will end only when the miscreants are cut off at the source. This requires each phone company being held liable if complaints are lodged regarding misuse of the carrier’s phone lines.
I have no doubt that if I place robocalls, my phone service will be terminated following only a single complaint. Yet, if I am on a Do Not Call list, Congress, the FCC, FTC, TRA and phone companies will give lip service to or ignore those violations.
Similarly, should I pay for Caller ID, the phone company will take my money while overriding the service for which I have paid by giving preference to the wishes of callers whose phone numbers will not appear on my phone’s screen.
If service providers are hit in the pocket every time there is a terms-of-service violation (something that is easy to monitor if no phone number is issued without the phone company first documenting the responsible party), the perfectly legal exemptions remain while the scammers, other irritants and excesses should disappear overnight.
